Dr. Rolando Lodevico Atiga, 69, has been arrested in Glendora, Calif., on suspicion of improperly prescribing addictive medications to people with no legitimate medical need for them after three undercover deputies posed as patients, including one who obtained painkillers after showing Atiga an X-ray of her German shepherd that clearly shows the dog's tail.
