Bud Joyce, building president of Glenshaw Gardens in Wilkinsburg, Pa., apologized to residents after a fire alarm blared for more than 15 hours at the public housing complex, saying the alarm couldn't be silenced because the room where the control panel is kept also contains access to a bank's automated teller machine.
