Mark Wayne Williams, 33, a Michigan man charged with resisting and obstructing police in an investigation after he was arrested at an accident scene while wearing a Batman costume, said keeping an eye on his community while dressed as the "Caped Crusader" is his way of saying "it's not up to the government to save us."
